英國政府在過去幾個月來，因移民政策屢受各界批評。如今又被踢爆內政部「嚴重失職」，導致近80名住在由官方管理的旅館內，等待申請庇護的孩童，在光天化日下遭到人蛇集團擄走，從此下落不明。

根據《衛報》報導，調查顯示有數十名尋求庇護的兒童，在英國內政部管理的旅館遭人蛇集團綁架，相關案件層出不窮，顯然已經成為英國南岸犯罪集團慣用的手法。一名內政部承包商「美泰集團」（Mitie Group）吹哨者指出，這些孩童在旅館外被歹徒強擄上車，「那些孩子真的是從大街上被人販子抓走，然後就消失不見」。

報導指出，在過去18個月以來，大約有600名無人陪伴的兒童被暫置於布萊頓（Brighton）當地由內政部管理的旅館內，其中有136人被通報失蹤，並且有多達79人至今仍下落不明。據官方10月公開的數據顯示，內政部經營的旅館中，有222名無人陪伴的尋求庇護兒童失踪，政府官員也承認不知道他們的下落。

消息曝光後，在野工黨影子內政部長古柏（Yvette Cooper）形容這起事件為「令人震驚、可恥」，呼籲政府公布到底有多少兒童失蹤，以及官方正在採取哪些措施尋找他們。庫柏也砲轟內政部「嚴重失職」，根本無法保護兒童安全。

另有消息稱，警方此前就一再警告內政部，這些最近在沒有父母或其他照顧者的陪伴下，獨自抵達英國的尋求庇護孩童，將被犯罪集團鎖定，當成下手目標，但仍無法阻止悲劇發生。

原本不想寫英國保守黨政府最新嘗試減低移民數字的新措施，但發覺這類新聞一來到香港就會變樣，還是寫一下，請參閱附圖

補充2點：

1、正如圖中寫了，包括BNO簽證人士在內的NHS供款加價，這項措施年中已經宣佈，根據網上資料，英國政府10月和11月都已說了幾次，這不是新措施

2、大部份香港傳媒把NHS供款加價列入「5招」之一，相信是因為BBC的報導錯了。BBC清楚列出5點，當中包括NHS供款，但我準備這個update時，覺得BBC的報導寫得不清楚，於是另外找 Sky News counter-check，發覺Sky的寫法不同，內裏明確指出NHS供款是再公佈的措施，而我在網上再找資料 counter-check Sky 的說法，包括最新的英國政府新聞稿，顯示 Sky 的寫法較準備

（所以不要說國際新聞只是純粹翻譯外電，有時還是需要查證的）

最後，從最新公佈，完全不能得出BNO簽證審批有機會「更嚴格」的「預計」，例如稱要求申請者「在英國有全職職業」、「找到公司作擔保」、「證明有固定職業和收入」、或者跟隨今次醫護人員收緊同樣不准BNO簽證人士申請受養人移英等等

未有居留權前，BNO持有人已被視作英國籍人士（但中國政府不承認），如果憑其他方法居英（例如工作簽證），已可在英國有投票權；另外，BNO簽證可視作類似目前的烏克蘭難民特別簽證渠道，如果目前都沒有要求申請者提交財產證明、在英工作證明，英國政府未來可以如何額外增加上述要求？

連BNO簽證的性質是什麼都搞不清楚，可以「預計」到上述BNO簽證收緊的移民顧問最好不要幫襯，這類顧問應該對其他國家的移民政策都不求甚解。
