Domestic rice production key as Taiwan negotiates US trade deal
台灣與美談判之際　本土稻米生產成關鍵

台灣國內稻米供應是重大安全議題，近期與美談判讓這個議題升溫
“Domestic rice supply is a great security concern in Taiwan, one that’s
been stoked by trade negotiations with the United States.”

美方希望更大幅地打開台灣的稻米市場。台灣擔心，若進口增加，會衝擊本土生產
；而在遭到中國封鎖時，台灣正是需要仰賴本土產量來延長庫存撐過去。
“Washington wants more access to Taiwan’s rice market. In Taiwan, the worry
is that greater imports would damage the domestic production that it would
need for stretching out stocks if China blockaded the island.”

目前不靠進口可撐約一年
“As things stand, production and stocks could keep the island’s rice bowls
full for a year or so without imports.”

日本的前例拉警報：7月與美國達成協議，對美採購米量提高75%
“Japan would expedite implementation of a 75 percent increase in purchases
of US rice.”

2023 台灣糧食自給率僅 30%，創下 18 年來新低
“In 2023 Taiwan produced only 30 percent of the food it consumed… This was
the lowest ratio in 18 years.”

法定規定必須有≧3個月庫存；實際預估≧6個月庫存，加上有一期收成會有>13個月庫存
"…it must hold at least three months' stock of rice. Wang estimates…at least
six months… If…there was a rice harvest…demand could be met for 13 months."

農業部：公私糧倉 87 萬噸，加上當期收成可供應超過 13 個月
“…granaries were holding 870,00 tonnes of rice… overall, the supply is
sufficient… for more than 13 months…”

台灣稻米多由本地種植；美國農業部預估台灣在2024–25 產量約 115 萬噸
“Much of Taiwan’s rice is grown domestically… Taiwan produced 1.15 million
tonnes of rice in the marketing year 2024–25.”

根據WTO 義務：每年至少進口 144,720 噸
“Under World Trade Organization commitments, Taiwan is obliged to import at
least 144,720 metric tonnes of rice annually.”

在戰爭危機配售與分散儲備：政府已設 143 個配售站
“…set up 143 food distribution stations… ‘fully planned’ supply chains…
Food stores are already dispersed…”

台灣依 WTO承諾進口的稻米來源多元，義務進口額度可傾向美國，但不會 100%依賴進口

the US… / ‘There is no way there will be 100 percent dependence on foreign
imports.’”
