敘利亞方面表示希望將以色列撤出戈蘭高地作為和平協議的一部分，而美國則覺得以色列撤出新佔領的部分就夠了，另一方面敘利亞領導人雖對與以色列建交持開放態度，但其支持者仍未形成共識。
此外土耳其感到擔憂，因為他們不希望以色列勢力影響敘利亞
