理事會成員，擴大了唐納德· 特朗普總統對全球最重要央行的影響力，並在關鍵政策會議前

週一，共和黨控制的參議院以48票贊成、47票反對的結果，基本上符合黨派立場，標誌著自
8月份美聯儲理事阿德里安娜· 庫格勒意外辭職以來，美聯儲七人理事委員會的空缺得以填
補，特朗普需要找到一位更願意降息的人來填補這一空缺，而這正是總統全年都在呼籲的。

阿拉斯加州參議員麗莎· 穆爾科斯基是唯一一位投票反對米蘭的共和黨人。


聯準會理事提名人通常需要數月才能獲得參議院的批准，但米蘭的批准只花了不到六週的時
間。

在文書工作完成和宣誓就職之前，米蘭將參加週二開始的美聯儲為期兩天的政策會議。預計
聯準會決策者將在周三會議結束時批准降息25個基點，以支持疲軟的勞動力市場。

分析人士預計，米蘭將對這項政策決定持不同意見，支持更大幅度的降息，儘管不一定像川
普要求的那樣降息幾個百分點。

身為白宮經濟顧問委員會主席，米蘭曾多次表示，他相信共和黨總統的高額進口關稅不會導
致通貨膨脹，而總統的其他政策，包括移民打擊政策，將透過減少住房需求來緩解整體價格
壓力。


作為最新的聯準會理事，米蘭的職責不僅限於投票決定利率；聯準會理事通常會在多個委員
會任職，負責美國金融監管、社區銀行業務以及美國央行系統及其 12 家地區銀行的人員配
備和預算決策。


米蘭將保留他在白宮的職位，但在美聯儲任職期間將休無薪假，任期將於 1 月 31 日到期
，但如果尚未選出並確認其美聯儲席位的繼任者，他可能會無限期地留任。

民主黨人表示，這種安排使他成為川普的“傀儡”，但米蘭否認了這一指控。

WASHINGTON, Sept 15 (Reuters) - The U.S. Senate on Monday narrowly confirmed Ste
phen Miran to the Federal Reserve's Board of Governors, expanding President Dona
ld Trump's influence over the world's most important central bank and handing hi
s top economic adviser one of 12 interest-rate-setting votes on the eve of a key
 policy meeting.
The 48-47, largely party-line vote in the Republican-controlled Senate on Monday
 marked the final step of a swift process that began in August when Adriana Kugl
er resigned unexpectedly as a Fed governor. That created an opening on the seven
-member Fed board for Trump to fill with someone more amenable to lowering inter
est rates, as the president has demanded for all year.

Senator Lisa Murkowski of Alaska was the lone vote against Miran from Republican
s.
It typically takes months for a Fed governor nominee to be confirmed by the Sena
te; in Miran's case it took fewer than six weeks.
Pending the completion of paperwork and his swearing-in, Miran will take part in
 the U.S. central bank's two-day policy meeting that starts on Tuesday. Fed poli
cymakers are expected to approve a quarter-percentage-point rate cut to support
a weakening labor market at the end of the meeting on Wednesday.

Analysts anticipate that Miran will dissent on the policy decision in favor of a
 bigger rate cut, though not necessarily the several-percentage-point reduction
that Trump has demanded.
As the head of the White House's Council of Economic Advisers, Miran has repeate
dly said he believes the Republican president's hefty import tariffs won't cause
 inflation and that the president's other policies, including his immigration cr
ackdown, will ease broad price pressures by reducing demand for housing.

As the newest Fed board member, Miran would have responsibilities that extend be
yond voting on interest rates; governors typically serve on several committees w
ith remits including U.S. financial regulation and supervision, community bankin
g, and staffing and budget decisions for the U.S. central bank's system as well
as its 12 regional banks.
Miran will retain his White House job but go on unpaid leave while he serves at
the Fed for a term that expires January 31, although he could stay on indefinite
ly if a successor for his Fed seat has not yet been picked and confirmed.

Democrats say the arrangement makes him a Trump "puppet," a charge that Miran de
nies.
Two other Fed governors appointed by Trump in his first term - Michelle Bowman a
nd Christopher Waller - dissented during the July 29-30 meeting in favor of easi
er policy, and analysts say weaker-than-expected labor market data since that ti
me could move them to dissent again in September in favor of a larger rate reduc
tion than the quarter of a percentage point broadly priced in by financial marke
ts.

A triple dissent by Fed governors has not occurred since 1988, early in former F
ed Chair Alan Greenspan's term.

史蒂芬 米蘭（Stephen Miran）即是海湖協議的提出者，眼看海湖協議以另一種方式呈現，
也算為川普立了大功。

之前那些表態降息的人面試失敗，川普果然還是用了自己的心腹填補辭職理事的空缺
。

被川普安插理事的聯準會，加上鮑爾明年任期到期，接下來的美國聯準會基準利率可能會更
鴿。

重啟降息週期，股市噴噴噴！
