在1950年7月8日當時美軍第七艦隊指揮官Struble上將
與駐華代辦Strong造訪大元帥(蔣介石)後，
在1950年7月10日台北中午，
駐華代辦Strong致美國務卿的電報中說到
Admiral Struble indicated need and desire return
Formosa near future in order firm up liaison details.
Generalissimo recalled that he took over Formosa as
Allied Commander of Chinese theater pending peace
treaty while General MacAuthur took over Japan
and other areas as SCAP
Struble上將表示他有必要並且渴望不久將來回到福爾摩沙，
以加強關係。大元帥則回憶說，在和平條約未決時他以
中國戰區的盟軍統帥身分接管福爾摩沙，而
麥克阿瑟將軍則以盟軍最高統帥部身分接管日本
等地區。
