SEOUL, Oct. 1 (Yonhap) -- South Korea and the United States have reaffirmed a
fundamental principle to avoid manipulating exchange rates and to monitor the
"stability" of the foreign exchange (FX) market, Seoul's finance ministry said
Wednesday.
首爾，10月1日（韓聯社）——韓國與美國再次重申避免操縱匯率的基本原則，並將共同
監測外匯市場的「穩定性」，首爾財政部週三表示。
The two countries have agreed to "avoid manipulating exchange rates or the
international monetary system to prevent effective balance of payments
adjustment or to gain an unfair competitive advantage," the agreement released
by the Ministry of Economy and Finance said.
根據韓國企劃財政部發布的協議，兩國同意「避免操縱匯率或國際貨幣體系，以阻礙有效
的國際收支調整或謀取不公平的競爭優勢」。
The agreement was reached during the latest series of talks between two
countries' financial authorities, separate from ongoing trade negotiations
amid speculation about a currency swap arrangement with the U.S. as a
safeguard for South Korea's US$350 billion investment pledge under a framework
trade deal reached in late July.
該協議是在近期兩國金融當局會談中達成的，與正在進行的貿易談判分開。背景是外界猜

"Both countries commit to exchanging any foreign intervention operations on a
monthly basis as part of their continued efforts to enhance communication and
monitor foreign exchange market developments and stability," the released
document said. The countries previously exchanged such information on a
quarterly basis.

The ministry said the latest agreement is significant in that it reaffirms the
importance of close communication and mutual trust between the two countries'
financial authorities in ensuring foreign exchange market stability.
財政部表示，這份最新協議的重要性在於再次確認雙方金融當局保持緊密溝通與互信，對
確保外匯市場穩定至關重要。
Similar agreements recently reached by the U.S. with other major trading
partners, such as Japan and Switzerland, did not contain references regarding
the stability of the FX market.
美國近期與日本、瑞士等主要貿易夥伴達成的類似協議中，並未包含「外匯市場穩定性」

"Only our agreement includes a reference to stability," said Jung Yeu-jin, a
ministry official, adding that it reflects Washington's recognition that South
Korea's economic stability is also an important factor.

Seoul and Washington agreed that "any macroprudential or capital flow measures
will not target exchange rates for competitive purposes," according to the
finance ministry.
根據財政部說法，首爾與華盛頓同意「任何宏觀審慎或資本流動措施都不會以競爭性目的
針對匯率」。
They also agreed government investment vehicles will invest abroad only for
risk-adjusted return and diversification purposes, "and not to target the
exchange rate for competitive purposes," it added.

競爭性目的針對匯率」，財政部補充道。
The ministry said the agreement does not explicitly contain references to the
foreign exchange swap of the National Pension Service (NPS), which has emerged
as one of the concerns in trade negotiations with Washington.

華盛頓貿易談判中的一個關注點。
The U.S. Department of the Treasury had kept Seoul on its list of countries to
be monitored for their foreign exchange policies in its latest report
released in June.
美國財政部在6月發布的最新報告中，仍將首爾列入外匯政策的監測名單。
The report cited the growing foreign assets of the NPS and its $65 billion
swap line with the Bank of Korea and other financial authorities, suggesting
it could potentially be viewed as a tool for currency intervention.
該報告提到，NPS不斷增長的海外資產，以及與韓國銀行及其他金融當局的 650億美元掉
期安排，可能被視為干預匯率的工具。
Although South Korea is not designated as a currency manipulator, it has
remained on the monitoring list since November 2024.
