美國總統川普推文表示，8日將發表全國演說，他之前暗示不惜宣布全國進入緊急狀態，而美國因為國會不肯依川普要求的編列邊境築牆經費，政府部分業務停擺已進入第三周。

川普7日推文寫道，將於美東時間8日晚間9時（台灣時間9日上午10時）發表全國演說，談美墨邊界的「人道和國安危機」。

當天稍早，白宮發言人桑德斯說，川普10日將視察南部邊界地區，去看「站在國家安全和人道危機前線的那些人」。

兩人都用上「危機」一詞，引發外界揣測白宮可能即將宣布全國進入緊急狀態。此舉將讓川普繞過國會，以五角大廈預算沿美墨邊界興建圍牆。

美國副總統潘斯說，川普尚未決定宣布緊急狀態，但白宮法律顧問辦公室正在檢視做此宣布的適法性，他敦促民主黨人回談判桌。

美國聯邦政府約有四分之一自12月22日起關閉至今，影響約80萬聯邦公務員，因為民主黨籍國會議員拒絕核發任何經費，給川普建邊界高牆。川普堅持依上屆國會的決議核發56億美元，當時的國會由共和黨占多數，但任期在1月3日屆滿。民主黨領導人物認為，邊界圍牆太貴、過時且「不道德」。

川普上周五在白宮玫瑰園開記者會時提出緊急狀態的想法，周末去大衛營與幕僚會商後又提了一次，儘管部分民主黨議員不假思索的反對，其他人承認，技術上而言，這是川普權限。

常批川普的加州眾議員謝安達說：「如果杜魯門連在戰時都沒有將鋼鐵業收歸國有，這個總統就沒有權力宣布緊急狀態，在邊界斥資數十億美元建圍牆。所以這行不通。 」

華盛頓州眾議員史密斯沒那麼有把握。他6日被問到川普能否宣布緊急狀態建圍牆時說：「不幸的是，簡短答案是有。」但他補充說明：「我覺得總統會在法庭遭遇挑戰問，哪有緊急狀態？你必須先證明，才能宣布（進入緊急狀態）。」

川普在推文中引述史密斯的話，再補充說「毫無疑問，但我們在國會裡解決！」
