TAIPEI, April 7 (Reuters) - China is targeting Taiwan to obtain its advanced
chip manufacturing technology and talent as a way of breaking through
international "containment" of the country, according to a report from the
island's top security agency.
台北，4月7日（路透社）——根據台灣最高安全機構的報告，中國正針對台灣取得其先進
的晶片製造技術與人才，以突破國際對該國的「遏制」局勢。
China's scramble for chip talent and expertise has intensified as Beijing
pushes for self-reliance in advanced semiconductors, amid a deepening tech
rivalry with the U.S.
隨著北京推動先進半導體自給自足，中國對晶片人才與專業知識的爭奪愈演愈烈，且與美
國的科技競爭日益加深。
Taiwan, which China claims as its own territory, frequently reports busting
networks of Chinese firms illegally trying to poach semiconductor and high-
tech talent, and has strict laws to prevent the most advanced technologies
going to China.
台灣，中國聲稱其為本土領土，經常報告揭露中國企業非法挖角半導體與高科技人才的網
絡，並有嚴格法律防止最先進技術流入中國。
In a report to lawmakers, Taiwan's National Security Bureau said that China
is attempting to "lure" Taiwan's high-tech industries, including AI and
semiconductors, to establish or retain operations in China.
台灣國家安全局在向立法者提交的報告中表示，中國正試圖「吸引」台灣的高科技產業，
包括人工智慧和半導體，在中國設立或保留業務。
"It also continues to use indirect channels to poach Taiwanese talent, steal
technology, and procure controlled goods, with the aim of obtaining key core
technologies and products such as Taiwan's advanced-process chips, thereby
breaking through international technological containment.
「它也持續利用間接管道挖角台灣人才、竊取技術並採購管制商品，目標是取得台灣先進
製程晶片等關鍵核心技術與產品，從而突破國際技術封鎖。"
China's Taiwan Affairs Office did not immediately respond to a request for
comment. China says Taiwan is one of its provinces and will eventually come
under Beijing's control.
中國台灣事務辦公室尚未立即回應置評請求。中國表示台灣是其省份之一，最終將歸北京

Taiwan is home to TSMC (2330.TW), opens new tab, the world's largest
contract chipmaker and major supplier to companies including Nvidia (NVDA.O),

China is also expected to use a range of hybrid methods, including
deepfakes and fake opinion polls, to interfere in Taiwan's year-end local
elections, according to the report, a copy of which was reviewed by Reuters.

預台灣年終地方選舉。
Taiwan's Government Service Network was targeted by more than 170 million
intrusion attempts in the first quarter of this year, added the reported,
delivered ahead of bureau Director-General Tsai Ming-yen taking lawmaker
questions on Wednesday.
據報導指出，台灣政府服務網絡今年第一季遭遇超過1.7億次入侵企圖，該報告在蔡明彥
局長週三接受立法者質詢前發布。
"It cannot be ruled out that the Chinese Communist Party is laying the
groundwork to interfere in Taiwan's year-end elections, with the intent of
expanding intelligence collection, surveillance, and data theft," the report
said.
報告指出：「不能排除中國共產黨正在為干預台灣年終選舉鋪路，意圖擴大情報蒐集、監
控與資料竊取。」
Taiwan also faces ongoing Chinese military pressure.
台灣同時也面臨持續的中國軍事壓力。
In the first quarter, more than 420 Chinese military aircraft were
detected operating around Taiwan, and Chinese naval vessels coordinated with
them in carrying out 10 "joint combat readiness patrols," the report added.
報告補充指出，第一季偵測到超過420架中國軍機在台灣周邊活動，中國海軍艦艇與之協
調執行10次「聯合戰備巡邏」。
China's Communist Party faces mounting risks due to domestic and external
pressures such as economic weakness and geopolitical competition, it said.
中國共產黨面臨因經濟疲弱和地緣政治競爭等國內外壓力而面臨日益嚴重的風險。
"Nevertheless, it continues to employ a range of hybrid threats against
Taiwan, including military intimidation," the report added.
報告補充：「儘管如此，它仍持續對台灣採取各種混合威脅，包括軍事恐嚇。」
Taiwan's government rejects Beijing's sovereignty claims, saying only the
island's people can decide their future.
台灣政府拒絕北京的主權主張，表示只有島上人民能決定未來。
