In which languages are surnames gendered?
Most - if not all - Slavic languages are like that (Czeck, Slovac, Polish, Bulgarian, all former Yugoslav republics, etc.). For instance, my mother is Kiryazova (Bulgarian).
It's the same for the middle names, which in Slavic cultures tend to be based on a parent's name rather than a second given name (patronymic or matronymic). Until recently there was no checkbox for gender on government forms as it could be inferred by the name - immigration was negligible and it was mostly from fellow communist nations, who were mostly Slavic, too. I've heard stories about girls from the Turkish minority being called for conscription because of that.
There is a pattern with first names, too - males tend to end on a consonant and female ones usualle end on a vowel. However, this is now changing with the influx of fashionable western names and there are also some exceptions among the traditional names.

Gender-based name endings: Are they common?
For instance, if an English name ends in -a, it's likely female. But English has no grammatical gender, and there is no general requirement that nouns in -a refer to women. It seems like in English this is a pattern that applies exclusively to names. Does this sort of pattern occur in other languages?
This tendency ultimately comes from Proto-Indo-European (PIE), which is the common ancestor of many of the languages in which the pattern seems to hold.
PIE had three genders, like Latin, Sanskrit and Ancient Greek, and like in Latin, one set of stems was stereotypically masculine or feminine (ō-stems and ā-stems respectively, corresponding to the Latin second and first declension respectively).
The early daughter languages (and many modern descendants) declined personal names just as they declined common nouns. If there were noun paradigms which were stereotypically masculine or feminine, I would expect that personal names would be chosen to coincide with this.
As a point of conjecture, a bunch of personal names derive from attributes. If PIE speakers took attributes (adjectives) as names, then those personal names would take the same paradigm as adjectives, including agreement for gender and usual declination for case.
The article "Why most European names ending in A are female" shows statistical data to support this theory for the Latin languages, Slavic, Illyrian, Germanic, Baltic and Celtic.

姓氏之起源
人人都有一個姓。在今天我們所謂的「姓」是置於「名」之前,而與「名」合在一起稱呼人的一種符號。「氏」也是同一概念,「姓」與「氏」已合而唯一,「姓氏」就是指人的姓。
在中國早期,「姓」是部族的圖騰,亦是圖騰崇拜的內涵之一。當部落與部落間發生戰爭,或流落他方之時,此一名稱就無疑的產生精神紐帶作用與強大聚合力。久而久之,圖騰名稱就逐漸演變成同一氏族的共同標記而成為姓。這就是由「圖騰感生」演化為姓的來由。
「姓」乃代表派系與血統,非常受到重視,亦是決定是否結婚人的重要因素之一。再古代「氏」為天子的國號,亦有為諸侯的封號,也有以官為氏者。至夏商周時,演變為貴人的表張稱號。鄭氏通志曰:「三代前,姓氏分為二,男子稱氏,女子稱姓,氏所以別貴賤,貴者有氏,賤者有名無氏。」然三代以後姓氏混淆,氏已失去獨立存在的意義。秦滅六國以後,更破壞了周的封建制度,六國的子孫四處流散,成為庶民,後便以氏作為稱呼,或者將氏當成姓。至後代又有賜姓的產生,以及異族蠻邦的通婚,增加了許多異姓,而同族異姓、異族同姓間又彼此通婚,逾使姓氏更加紊亂。「姓」的系統顯的非常模糊。因此姓氏自秦以後就混亂不明,男女都可稱姓,就如同現在姓氏只是名字,不再稱號。實際上兩者並無多大區別。再者,雖然承認同性不婚,但亦已不再嚴加限制了。
臺灣的姓及對原住民的賜姓政策
究竟臺灣有多少姓氏,清代以前,因未調查,故無從得知。日據時期,雖有數度國勢調查,雖然有 關姓氏則無明確統計。僅於民國三十二年(日昭和十八年)出刊之臺灣文化論叢第一輯,曾收入日人富田芳郎之臺灣聚落之研究始見部份姓氏統計資料。該統計資料係民國十九年 (日昭和五年)國勢調查所得資料。據其記載,當時其所抽樣地區之本省人之戶數內、三萬一千零三人之中,有一百九十三個不同的姓。但此統計,係以一小部份資料作成,不可視為一種完整之統計。
民國三十四年,本省光復後,雖有數次戶口調查,惟姓氏資料,未見發表,無從可知。至民國四十三年間,由臺灣省文獻委員會作初步統計,當時除桃園、雲林、台東、高雄四縣外,全省住民八十二萬八千八百零四戶中,有七百三十七姓。
臺灣的原住民曾接清朝的賜姓,這些姓都未被收錄在書中。在清朝表示歡迎原住民的歸附,便仿漢人制度,賜與姓名,清乾隆二十三年 (西元一七五八)使用漢姓。據臺灣通志:「清乾隆二十三年,以後土著諸族,尊制雉髮打辮,即陸續改用漢姓。」當時賜與「平埔族」同胞的姓有衛、金、向、錢、廖、三、王。潘。黎等姓,其中以潘姓為最多,蕃名係經翻譯的同音漢字,有分公姓名與私姓名兩種,公姓名是仿照漢制的姓名,在官府中使用,私姓名則在家中使用。
清光緒十二年,有蕃人自以為姓,後中路撫民理蕃同知蔡嘉穀為進一步改良理蕃政策因而定出幾項規定:
1. 惟恐蕃漢混淆,血緣莫辨,故蕃人要襲用漢人的姓,姓的下面加一「新」字。如潘新、衛新。
2. 襲用漢人的姓,要從「金、玉、邑」三個字中,加一字以為姓。如王金、林玉。
3. 從千字文中編取美字為姓。分賜各社為姓。諭知新港社土目新日升,就編訂定之蕃丁姓字堂名,通飭各蕃一體遵照,共得二十五姓。如致、雨、露、麗、水、岡、巨等。
4. 除此之外,若無姓氏者,以蔡氏所編之二十五姓為姓。因此臺灣遂有各種的姓。
姓之統計
由於中國的幅員遼闊,民眾眾多,姓氏頗為繁雜。究竟有多少姓氏,實難以確定。宋代成書的百家姓中有單姓四百四十二個,複姓六十一個,共五百O三姓。
李濟之之中華氏族之構成則謂:『宋、鄭樵之通志氏族略所錄二千一百十一姓;元、馬端臨之文獻通考所錄三千七百三十六姓』。明、甘為霖所著廈門新辭典中有單姓一千八百三十一個,複姓三百十七個。 而明代晨士元編的姓觿共收單、複姓三千六百二十五個。
民國七十六年,大陸人民郵電出版社的中國姓氏匯編共收單、複姓五千七百三十個。但據北京方面研究發現,中國古代使用的漢字姓氏已逾一萬個。而近王素存所編之姓錄,所錄之姓氏,則多達五千三百餘,兩字複姓二千餘,三字複姓一百二十,四字複姓六,五字複姓二。足見均尚無法釐清姓氏的精準數目。
直至民國六十七年,楊緒賢以全國各戶政事務所六十七年六月三十日之口卡資料為準,逐張計算統計彙編編成「台灣區各縣市分姓人口統計表」,共得一千六百九十四姓,其中單姓者一千六百一十一姓,複姓七十五姓,三字姓四姓,四字姓四姓。此可謂有關本省姓氏搜集較完整之資料。其後並於翌年以台灣區姓氏堂號考刊行。
戶籍登記之起始
當日本人據有臺灣後,日軍政當局,即注意到建立庶政基礎之戶口問題;並亟欲明嘹當時全島之戶口狀態,乃著手辦理戶籍,以便配合政策之推行。又因清朝政府施行保甲戶籍,無法明嘹人民之身分,乃棄舊法,於明治二十九年八月一日,以訓令第八十五號制定「臺灣住民戶口調查規則」。
其規定略為:
戶籍由警察官吏及憲兵隊編制。警察分署及憲兵屯所併置之地方,以警察官為主管。
各庄之總理(即地保)應不時巡視庄內,辦理戶籍異動之申報與加除。
戶籍不分本籍、寄留,概編入本人居住之街庄。寄留者應在住址欄內記載本籍地名。
戶籍上應記載:戶主及其家屬之姓名、年齡、稱謂。
戶籍以一家為一單位;以一街庄編一冊。
非戶主之親屬另立一戶;又傭人或無籍者,附註於雇主之籍末。
但上述調查規劃實施後,對於本島住民之戶籍,雖較清晰,惟甘作日本帝國之順民與否又甚為雜踏,一時難以區別。
由於馬關條約第五款之規定:「約批准互換之後限二年之內,日本准中國讓與地方人民願遷居讓與地方地之外者,任便變賣所有產業退去界外。但限滿之後尚未遷徙者,酌宜視為日本臣民。
又臺灣一省廳應於本約批准互換後,兩國立即各派大員至臺灣,限於本約批准互換後,兩個月內交接清楚」。首任總督樺山資紀立即於明治三十年三月 (西元一八九七年),發佈「台灣住民分線辦理手續」【註四】通告之離去規定,迫使島民在居住或離去之間自由選擇其一。因此留守臺灣家產的臺灣人民,則在明治三十年 (西元一八九七年、清光緒二十三年)五月八日以後因迫於形勢,完全被編入日本籍,成為日本帝國之臣民。
同時日人又再公佈「臺灣居民戶籍處理手續」〔註五〕。宣佈編制戶籍,確任台灣住民之憑證後。便指示由憲兵隊及警察官開始編製戶籍。同時將人口統計每年刊登於「府報」的「台灣現住戶口統計表」 (按:此時尚未有戶口調查簿)。
為期利用保甲民之連坐責任制度,總督府參酌清時舊制,實施「保甲制度」。於明治三十一年(西元一八九八年),總督府以律令第二十一號制定「保甲條例」【註六】,明治三十六年 (西元一九O三年),再以訓令第九十七號,制定「保甲條例施行規則標準」〔註七〕。規定保甲編制方法,嚴密戶口,以防止義勇之騷擾,維持地方之治安。並補助各區長之職務。
明治三十六年(西元一九O三年) 總督府以訓令第一O四號公布「戶口調查規程」〔註八〕,進行戶口調查之準備。明治三十八年(西元一九O五年)五月二十九日,以敕令第一七五號,公布「臨時台戶口調查部之組織章程」。公布「戶口規則」 〔註九〕,以訓令第一三三號,制度「戶口事務取扱〔即辦理〕規程」,改為警察事項,於十月一日上午零時起三天實施台灣史上第一次台灣戶口普查。至此,日本人大致上已能夠掌握台灣的人口動態與人力資料。也自此,始有戶口調查簿的使用與記載。
綜觀第一次調查結果,全台灣共二十廳,總人口數約三O四萬人,其中本島人(台灣人)約二九八萬人占九七‧八%(含閩南系約二四九萬人占八二%、客家系約四十萬人占十三%、平地原住民約五萬人占一‧五三%、山地原住民約四萬人占一‧二%),日本人約五萬七千人占一‧八九%,其他外國人 (含華僑)約一萬人,占O‧三一%。
戶籍登記上的演變
根據戶口規則之內容,戶籍若有異動需向官廳報告(本島人須由戶口登記申報之義務人經過保正,日本人則不必)。另一方面由警察實地調查,經州、廳主管之許可後,依實查結果於登錄簿上加以登記或改正。其調查範圍不僅以戶籍調為限,且及於住民之素行種種做為警察控制監視之根據。
又由於日本戶籍法並不施行於台,並以戶口調查簿代替戶籍簿,故於台灣依戶口規則而記載之戶籍,並不認為具有身份登錄簿上之公證價值 (依明治三七年控字第二五七號同年十月五日判決),而日本本國人及本島人間縱有婚姻、收養身份上之關係,不得轉籍,由一方之家而入他方之家。惟此種關係錯綜複雜,但其基本原則,則是趨向於本土人對本島人優越地位之保持。
至昭和七年(民國二十一年)十一月二十五日,乃有律令第二號之規定:「關於本島人之戶籍,相當期間內,依據臺灣總督之決定。」以資補救。翌年,復制定與改廢若干法令。昭和十年 (民國二十四年)又以府令第三十四號修改為:「如離開內地人之家而入臺灣人之家,或離開臺灣人之家而入內地人之家時,準照日本戶籍法第二十六條、第二十七條、第三十一條至三十五條、第三十九條、第四十條、第四十三條、第四十五條、第五十六條至六十一條、第六十三條至六十六條、第六十八條至第四章第三節至第七節、第百三十七條、第百三十八條、第百八十條之規定。」本島人之身份,自此始有以戶口調查簿代替戶籍簿。與日人通婚,亦有通婚法,以取得法律上之效力。
日本人據台的五十一年間,共舉行七次人口普查。除前述第一次普查,相隔十年後再度舉行第二次人口調查,此二次日本人稱之為臨時台灣戶口調查。然其內容實質,實為現代化之科學調查。
大正九年(西元一九二O年)舉行第三次人口調查,並自此定名為「國勢調查」。其後,日本人每五年進行一次簡易調查,每十年進行一次大調查。
自大正九年(西元一九二O年)至昭和一五年(西元一九四O年)共有三次大調查與二次簡易調查。但於昭和十九年(西元一九四四年 )六月十五日,以府令第二O九號,公布「昭和十九年人口調查規則」,並以訓令第一一七號,公布「昭和十九年人口調查規則施行細則」之第八次即將實施的人口調查,終因戰敗受降於國民政府,而無法實施。
另日本人深知使中國沉淪的是罌粟花的魅力和骰子的誘惑,於是伊藤博文曾對李鴻章說:「一旦日本領有台灣,一定會全面禁止鴉片,請拭目以待」。並同時向世界宣佈此一行動。因此領台之初,鴉片問題也關係著日本國的顏面
