Entworfenes Wesen, Design-Natures - 設計的本質

「設計的本質」為德國人類學家格倫(Arnold Gehien)所提出，其理論為：

人在自然界中，除了其所具有的生存能力外，要使其行為能具有「設計的本質」，這種「設計的本質」與「缺陷本質」並存的，也就是人有「缺陷的本質」，但可用「設計的本質」來補救。　　

人因為有「設計的本質」，所以他能製造許多工具與器物，為人類帶來成就。

人的「設計的本質」是其他動物所欠缺的，也就是人優於其他動物的地方。

斷流點方案
Circuit-Breaker Programs

斷流點方案主要目的在針對徵收財產稅時可能產生的稅制負面影響進行補救。這項補救主要假設多餘的稅額負擔可能會落在低所得階層的住屋者，特別是老人身上而產生，因此希望能對財產稅與家計單位的現金所得流入兩者間建立一合理的關係。

而此方案可能需要蒐集較多的資訊，並針對個人所得稅與財產稅進行管理，以使政府能根據方案的內容有效率的決定何者符合資格，來接受稅額退回的救濟。

斷流點方案通常有兩種類型：即門檻型與稅額負債百分比型。

門檻型的斷流點意指在對於有住屋者及租屋者在某一所得類別中，建立一應付且可接受的稅額。

若納稅者支付財產稅金額超過該限制則應予以退還，而此門檻稅率則可在不同所得級距中維持固定的相同，或者亦可隨所得的增加而遞增。

另外稅額負債百分比法則建立一套退回一部分實際稅額負債的公式，一般在所得下降愈多時，退回的百分比愈高，例如美國印第安納州法律規定，在零至五百美元的家庭所得級距中，支付的財產稅可退回百分之七十五，而五百至一千美元的所得級距則可退回百分之七十，而最低在四千至五千美元級距則僅退百分之十。
