A major British university is in a financial and governance crisis, having reported itself to regulators over a £121m loan.

The University of Reading has confirmed to the Guardian that it is investigating whether it improperly benefited from the sale of land belonging to the National Institute for Research in Dairying trust, with the £121m from the sales having been spent by the university and replaced with the equivalent of IOUs in the trust’s accounts.

The MP was criticised after a recent interview and photoshoot. This discussion about class is beyond tedious – and vastly hypocritical

I am not so much angry with the working class as deeply disappointed. We are an embarrassment to our revolutionary leaders, to the middle classes, but mostly to ourselves. We do a lot of stupid stuff. We don’t even identify as a class half the time. And before you tell me I am not working class because I write in a newspaper and I like nice things, can I just say you are right in one way, wrong in others.

The guff spoken about class after Jess Phillips gave an interview while wearing expensive clothes for a photoshoot showed just how uneasy and disingenuous about class some of the left remain. She was deemed not working-class enough. I like Phillips. She wants to sort out stuff and will get her hands dirty, but she is not sufficiently loyal to the leader. This is beyond tedious, as well as vastly hypocritical. The top of the Labour party is as close to the working class as I am to Prince Philip. These are public schoolboys who appear never to have heard of equal ops. Nepotism and privilege is rife, so their anxiety about class is understandable.

Let’s use a different word then: authenticity. This is the quality people recognise in Phillips; an ability to connect. I see it too in Prof Sue Black, who is standing as the Women’s Equality party’s 2020 London mayoral candidate – lives that go beyond the miners’ strike or the condescension to Labour leave voters. Labour never really knows what to do with women like this. I was there when Mo Mowlam was given a standing ovation. Blair was rattled.

None of this is about growing up in a bin dreaming of a Findus Crispy Pancake. It is about communicating life experience beyond an internship and a job for life in politics or the media. This same narrowness is reflected in meaningless polling on meaningless Brexit issues. If you want to know about class, ask someone what kind of bathroom they would like, don’t recite Lenin to them.

Since having gone up in the world, I do a good job as a middle-class impostor about 10% of the time. The rest, I am afraid, spills out at inappropriate times in inappropriate places in its dirty, unwashed, messy, uncontained way. “Dirt is matter out of place,” as Mary Douglas said. And working classness is the dirty secret revealed so often in petty signifiers: mince, tinned food, portion sizes, big TVs, leather sofas, lasagne with chips, gravy, flesh, joy – all the things we pine for when we feel lost. Social mobility always feels like a short-term let.

For class is about loss. Orwell told us that the middle class would sink into the working class “where we belong and probably when we get there it will not be as dreadful as we feared, for, after all, we have nothing to lose”. Far be it for me to disagree with Orwell, so I shall.

Understanding what you might lose, even when you have all you need, is the very pulse of class consciousness, because things may be all right now, but you remember when they weren’t. John Travolta put it thus: “I know losing everything would not be an unfamiliar feeling. Meaning, if you don’t have it any more, you didn’t have it to begin with.” How can I compare Orwell the sage with a Scientologist? Perhaps because the hierarchies that have been drilled into me don’t mean that much. I don’t know any better, but what I value as much as theory is lived experience.

Maybe all the insufficiently working-class could be sent away for re-education. As I have no actual feelings about the merging of Ocado and M&S, I may escape. Or see you there, dreaming of power showers.

MI5 did not tell police of minister's ‘penchant for small boys’, inquiry hears

Security service lawyer says it ‘regrets’ claims against Peter Morrison were not investigated

MI5 warned the cabinet secretary in the 1980s about rumours that a minister had a “penchant for small boys” but did not inform the police or launch an investigation into the allegations, according to a member of the security services.

Giving evidence anonymously to the independent inquiry into child sexual abuse (IICSA), a lawyer with the security service apologised for it having taken a “narrow, security-related view” of the accusations against Sir Peter Morrison.

“With hindsight,” the lawyer, whose voice was heard via remote video link, said “it was a matter of deep regret” that MI5 had not cooperated with police or made inquiries into the activities of the former MP for Chester, who died in 1995.

The official said the security service did not investigate people merely because they had a public profile but only when there was reason to suspect they posed a threat to national security. Not all files were “adverse”, he added, saying that some might be opened if a person was targeted by a terrorist group or could be susceptible to approaches by a foreign intelligence organisation.

A letter from the then head of MI5, Sir Antony Duff, to Sir Robert Armstrong, the then cabinet secretary, that was sent in 1986 was read out to the inquiry. It said that stories about Morrison, who was then minister of state for trade and industry, “persist”.

A member of MI5, Duff wrote, had heard from two sources that Morrison had “a penchant for small boys”. The source was understood to be Donald Stewart, the Conservative party agent for Westminster.

The security service was not sure whether it was based on rumours previously aired in 1983 or on more recent events. Duff ended the letter saying: “I would just as soon that we didn’t get involved for the time being.”

An internal MI5 memo in November 1986 from Eliza Manningham-Buller, later director general of the security service, said she had seen Morrison and his family the previous night for dinner and he had told her that the prime minister was supporting him. Morrison said he hoped the press would publish so that he could sue and “nail the lies”.

The security service also recorded reports that Morrison had been picked up for importuning. Manningham-Buller, who is due to appear before IICSA on Tuesday, has told the inquiry that she was not the member of MI5 staff who had first heard the rumours against Morrison, who later became parliamentary private secretary to Margaret Thatcher.

Brian Altman QC, counsel to the inquiry, suggested that the statement that Thatcher knew about the allegations against Morrison and was nonetheless supporting him depended entirely on the MP’s version of events. The MI5 lawyer agreed that appeared to be so.

“Wasn’t the obvious route,” Altman suggested, “that an inquiry should have been made of Sir Robert Armstrong to ask if the prime minister was supporting Morrison in those terms?” The service had been “rather blinkered” about the proper approach, he added.

The inquiry also heard evidence about MI5’s investigation into the activities of Sir Peter Hayman, a former high commissioner to Canada, who retired in 1984 and died in 1992.

He kept detailed diaries about his sex life which were seized when his flat in Bayswater, central London, was raided. The director of public prosecutions (DPP) later gave MI5 access to them.

The security service interviewed Hayman’s friends and then him, particularly about reports that in the 1950s when he was in Baghdad local boys had visited him for sexual purposes. The DPP, Hayman told MI5, had given him immunity from prosecution.

The outcome of the investigation, the MI5 lawyers said, was that Hayman had rendered himself vulnerable to blackmail but that there had been no actual prejudice to security.

The MI5 officer was also taken through a list of prominent individuals whose activities had raised questions about child abuse. Among them was Maurice Oldfield, a former head of MI6, who had told Thatcher that he had had “homosexual encounters”, dating back to the 1940s and 1950s, with “house boys” and “hotel stewards” in Asia.

Allegations against the former home secretary Leon Brittan were said to have come only from a disgruntled prisoner who resented having been denied parole.

The agency’s records, the inquiry was told, also mentioned unsubstantiated allegations against the former Conservative MPs Christopher Chataway, Charles Irving and Sir William van Straubenzee. All have since died. It is not clear whether any information on them was ever passed to police.

Lord Steel says he believed Cyril Smith child abuse allegations

Inquiry hears ex-Liberal leader assumed claims were true in 1979 but did not suspend MP

Lord Steel, the Liberal Democrat peer, has admitted believing in 1979 that child abuse allegations against Sir Cyril Smith were true, but did nothing to assess whether he was a continuing risk to children.

The former Liberal party leader said the late MP for Rochdale confirmed in a conversation that reports of child sexual abuse in the media were accurate.

But rather than suspend and investigate the MP, Steel allowed him to continue in office. Smith stepped down as an MP in 1992 and died in 2010.

Steel’s astonishing statement was made at the independent inquiry into child sexual abuse on the day it was criticised as a waste of money by the Conservative leadership hopeful Boris Johnson.

Steel, 80, has previously appeared to deny knowing whether Smith was a child abuser. In an interview with the BBC’s Newsnight last year, he said the allegations were “scurrilous hearsay”.

Richard Scorer, a specialist abuse lawyer at Slater and Gordon, said Steel’s failure to act upon Smith’s confession was “an extraordinary dereliction of duty”.

“Smith went on to abuse boys at a care home in the 80s. If Steel had taken action in 1979 and stripped Smith of his power and status then that abuse would probably have been prevented,” Scorer claimed.

Under questioning, Steel said he confronted Smith about the allegations of child sexual abuse in 1979 after reading them in Private Eye magazine.

A series of young boys in Rochdale children’s homes had claimed that their local MP had stripped, spanked and bathed their buttocks and on occasion fondled their genitals, the magazine claimed.

Steel told the inquiry he questioned Smith about the allegations during a meeting in the House of Commons. “What I said to him was: ‘What’s all this about you in Private Eye?’

“He said, rather to my surprise, ‘It is correct’ that he had been in charge of or had some supervisory role in a children’s hostel, that he’d been investigated by the police, and that they had taken no further action, and that was the end of the story,” the peer said.

The allegations of sexual assault against Smith were investigated by Lancashire police in 1969 but no action was taken.

Steel said that he did not question Smith further about specific child abuse claims but concluded that the allegations were true.

Inquiry counsel Brian Altman QC asked: “So you understood that he’d actually committed these offences, from what he said to you?”

Steel responded: “I assumed that.”

Steel said he did not ask the party to launch any form of formal inquiry into Smith because the alleged incidents took place before Smith was voted in as an MP in 1972. He also said he did not seek any further advice on the allegations or discuss them with colleagues.

Altman suggested: “He could for all you knew still be offending against children.” Steel said: “I have to admit that never occurred to me and I am not sure it would occur to me even today.”

Des Wilson, a former Liberal party officer, told the inquiry in a statement that Smith was a “monstrous character” who intimidated Steel.

Wilson wrote: “I have no idea why no action was taken after the Private Eye article, but then I was not around and perhaps Steel did discuss it with him, though Steel’s natural tendency, in my view, would be to hide his head in the sand rather than get involved in a nasty confrontation.”

Steel said Wilson’s statement was a “pardonable exaggeration”. He also denied Wilson’s claim that the party could not afford another sex scandal so soon after the Jeremy Thorpe affair, in which the previous Liberal leader was accused of trying to murder his male lover.

The hearing heard that Steel passed a recommendation that Smith should receive a knighthood in 1988, which was successful. Steel said he did not mention his conversation about sexual abuse to the honours committee.

“It never occurred to me to tell the honours committee about it. It was all, in a sense, in the public domain through Private Eye,” he said.

In a June 2018 appearance on the BBC’s Newsnight programme, he described child sex abuse allegations against Smith as “tittle-tattle”. Steel told the hearing he thought he was referring in the interview to claims made in a book by former Rochdale MP Simon Danczuk.

In 2014, Danczuk, in his co-authored book Smile for the Camera: The Double Life of Cyril Smith, claimed the politician had been left free to abuse children as young as eight, despite 144 complaints by victims.

Six years ago, police apologised after concluding that Smith should have been charged on three separate occasions in the 1960s and the 1990s for a series of indecent assaults.
