〔記者王捷／台南報導〕洪姓男子被警方在車上查到一包毒咖啡，因為包裝上印有日漫「火影忍者」主角漩渦鳴人，引起警方注意，洪男辯解，這包咖啡是動漫周邊商品，因為喜歡這部動漫，才會拆過捨不得丟，但警員問他火影主角名字、主角是第幾代火影？（漩渦鳴人是『火影7代目（日文：第7代火影首領）』）洪男一時答不上來，加上警方聞過這包打開過的「咖啡」味道很奇怪，檢驗後初判含是有二級毒品的毒咖啡，訊後將這個假火影迷移送法辦。

據調查，洪男平時在夜市擺地攤，收攤後因為心情不好，疑似先喝了毒咖啡，又開車出門散步，他停車在路邊聽音樂，因為停了太久，引起警方注意，當時警員檢查了洪男的證件，發現他家不住在附近，又沒有在等人，但是車上散發一股毒品燃燒臭味，警員因此用目光快速掃描車上一遍。

雖然洪男車上很亂，但警員還是注意到有一包火影忍者的包裝，洪男連忙辯解，這是他蒐集的動漫周邊商品咖啡包，喝完以後捨不得丟才留下來。警員細看咖啡包封面上印有火影忍者主角漩渦鳴人，並開啟九尾妖狐的力量，畫風有點不像原著，且喜歡火影的警員也沒印象有這種周邊商品。

警員順口問洪男，既然這麼喜歡火影，那主角名字是什麼？封面上是第幾代火影？讓洪男一時答不出來，加上警方從咖啡包內的味道，早就懷疑這是毒咖啡，洪男見露餡後才坦承是朋友轉讓給他的毒咖啡，他是因為心情不好才嘗試，訊後警方將他依毒品罪嫌移送法辦。

為了配合一帶一路政策、展示國力，中國政府近年大舉資助非洲國家學生赴中留學，結果卻意外引發許多社會問題，浙江一名女大生近日被老師指派擔任某非洲留學生的學伴，對方一直吹噓自己是酋長後裔、家有金礦和數不盡家產可揮霍，女大生被其誠摯態度感動、日久生情，沒想到獻上第一次後卻被已讀不回，後來才知酋二代嫌她「太愛ㄠ請客」已私下拜託老師換學伴，女大生見人財兩失、不禁悲從中來，「按我閨蜜的話說，我簡直是傻到包漿......。」

根據《英國廣播公司》報導，2017年度赴中留學的非洲學生人數已近5萬人，各校除了祭出每年約6至10萬人民幣（約合新台幣27萬元至45萬元）的生活補助費，提供華麗的新宿舍、學雜費全免外，甚至直接在招生簡章中寫上「美麗的學伴」、「夜晚不寂寞」等露骨字眼、強迫女學生與非洲留學生聯誼，不少中國本地學子辛辛苦苦才擠入大學窄門，眼見非洲人幾乎只要報名就錄取、學校還包吃包住包玩都十分不高興，「很多都是素質不怎麼高的黑人，學校還當起皮條客了！」

「我那時還覺得挺甜的，呵呵......可能真的傻了吧。」中國浙江一名大四女學生臨近畢業學分不足，教授建議她擔任系內某非洲重點留學生「大山」學伴、練習中文，承諾只要完成任務就可抵學分，女大生一開始心想反正只是透過《微信》聯絡不用見面就欣然答應，怎知大山第一句要求學的中文就是「妳好漂亮」，之後為了練習還天天說給女大生聽，女大生聽久了覺得這非洲人雖其貌不揚，但很誠懇、心地善良，漸漸產生了好感。

女大生透露，兩人認識一星期後相約出來看電影，大山順便分享家鄉甘比亞的風俗民情，強調自己是酋長後裔、25歲就要回國接下重任，希望女大生能嫁給他做酋長夫人，一起遊山玩水、環遊世界，女大生被大山真情感動，未經人事的她幾經掙扎同意委身大山，沒想到大山完事後卻以準備考試為由避不見面，她等了10天受不了跑去問老師，才知大山抱怨她老是要人請客、想換學伴，女大生才恍然大悟被騙失身。

女大生原想找校方申訴、主持公道，閨蜜一聽趕緊勸阻，提醒她校方凡事都偏袒留學生的態度，事情鬧大不見得有利，建議她深思熟慮後再做決定，女大生覺得有理，無奈之下只好上網抱怨，「畢業之前交一個異國男友，想想都覺得浪漫，這種事本值得我終身難忘的，回頭再想想，當時我真是一個傻蛋......。」網友聽完都十分同情她的遭遇，紛紛安慰她別想太多、顧好身體最重要，「妳還是先去驗驗有沒有愛滋吧！」

The newsreader Fiona Bruce was given a police escort through London rush-hour traffic to film the BBC News at Six at an alternative set, after technical issues downed live broadcasts at the main BBC studios.

The presenter flagged down a passing police car after she got stuck in traffic with BBC home editor and presenter Mark Easton just 40 minutes before the news bulletin on Wednesday. Minutes later, Easton posted a photo from a police car.

Bruce eventually made it on time to present the news from the Millbank studios near parliament after technical issues stopped programming at Broadcasting House in Marylebone, west London.

Bruce told the Press Association: “I’ve never had to do that before in 19 years of presenting the news.”

The BBC News channel had to play repeats of old news after the live broadcast went down shortly after 3pm on Wednesday, and the news presenter Ben Brown appeared with the word “recorded” at the top left of the screen.

On Twitter, people questioned why the channel was showing recorded news. The channel returned to live broadcasting at 4pm, with Brown saying: “Hello there, you’re watching Afternoon Live.”

A spokesperson for the BBC said: “Due to a technical issue, we’re currently running recorded programming on our live news channels. We are working hard to resolve this as quickly as possible. The BBC News website is operating normally.”

An internal memo that has since been shared widely appears to show that the issue was down to, among other issues, the OpenMedia system, software that BBC News uses to manage scripts and audio.

BuzzFeed shared a copy of the memo, which said the London OpenMedia system was unavailable to most staff.

衛武營的大亮點是「葡萄園式」結構：觀眾席如葡萄園型態階梯區塊，錯落分布環繞演奏者，使得不分價位的觀賞區皆能享受親密度佳且均質的聲響，背後有「民主／平權」的設計意理，包括柏林愛樂廳、東京三得利廳音樂廳、洛杉磯迪士尼廳、2017年開幕的漢堡易北愛樂廳都採類似設計。

我很高興聽聞簡文彬提及，衛武營是屬於「眾人的劇院」。這個訊息，特殊重要，因為藝術關乎人的經驗，表演永遠有一個面向是在演練同理心（empathy），它是共同文化的根源；那些親身體驗並設想他人歡愉與受苦的經驗，即為藝術經驗，那裡有社會、個人傳記，品味交織，與我們躲不開的約束及政治有關。

學藝術是需要「資本」的。一個南部孩子怎麼會懂？但母親渴望我從藝術文化裡，「學點什麼」，則是真實的期待。這麼多年過去了，我至今記得母親目送我學習藝術時的遠望，那裡很可能就承載著藝術的奧祕，以及理性有盡之處；藝術永遠關乎夢想、真摯與自我實現；關乎我們是誰以及想要變成什麼。

〔即時新聞／綜合報導〕英國國防部發布最新版本的「全球戰略趨勢報告」顯示，太空和網路將成為往後世界發生衝突的新舞台，未來戰爭可能會由機器人與經過基因編輯或藥物強化的「強化人」（enhanced humans）部隊來執行。

英國一份國防報告指出，未來「機器人」及「強化人」部隊恐會取代一般軍隊來執行戰爭。（歐新社）

據《獨立報》報導，報告指出，現代世界正面臨恐怖主義和氣候變遷的威脅，國際情勢更加動盪，而隨著科技迅速發展，使用核武及化武等具破壞性武器的國家將愈來愈多，代表全球面臨的風險也會提升，因此在未來的30年中，科學家會進一步研究強化人類自身的可能性，包括利用基因編輯技術、藥物強化和裝填義肢。

上述應用能大幅提升人類體能的極限，以及整合戰場上的人類和機器，讓軍力有機會增強。不過報告中也提醒，如要利用這項優勢，必須訂下「道德」、「法律」和「紀律」的底線。

據了解，來自各國的許多專家正呼籲聯合國全面禁止「殺手機器人」（killer robot）等不需人力控制的致命性自動武器，他們擔心一旦戰爭的門檻降低，會導致更多無辜生命死去，不過這項要求目前受到美國和俄羅斯等少數國家的反對。

億萬富豪墜機全家喪命　疑自拍打暈機師釀禍

全球最大餐飲外匯服務公司金巴斯集團(Compass Group Plc)執行長柯森斯(Richard Cousins)，去年全家人搭乘水上飛機計畫跨年，卻意外失事墜毀，1家5口加上駕駛共6人全數罹難。近日傳出事故發生的主因，很有可能是機上有人在玩自拍時，意外將機師打暈，進而造成飛機失控墜毀。

據《天空新聞網》報導，雪梨水上飛機公司合夥人史瓦茲(Jerry Schwartz)透露，先前的調查推測，飛機失事是人為疏失所致，但所有調查報告也都顯示飛機本身的機況相當良好，安全性無虞。

根據種種跡象，史瓦茲推測，當時很有可能是因為飛機行經霍克斯伯里河(Hawkesbury River)，機上前排乘客為了要拍攝美景，在移動過程中肘擊機師頭部，導致機師昏迷，飛機才會在沒人駕駛的情況之下墜毀。

澳洲交通安全局(Australian Transport Safety Bureau)初步報告顯示，並沒有證據能夠證明飛機在失事前曾遭到鳥類或其他東西撞擊，也沒有證據顯示飛機在飛行過程中出現機械故障的情形，且飛機都有定期維修檢查，完整調查報告預計將等到明年才會出爐。

身價不斐的柯森斯生前為金巴斯集團執行長，過世後約有4100萬英鎊(約17億台幣)的遺產捐贈給慈善機構。

媽媽得知女童被叔叔性侵後，父親痛斥弟弟並報警抓人，叔叔連夜逃跑，直到去年被逮後，才坦承曾性侵姪女，新竹地院依強制性交罪重判8年2月，目前在監獄服刑中。不過，引產後的胎兒DNA與叔叔比對後不相符，女童這才鬆口，是14歲的親哥哥強姦她。

女童表示，哥哥看完A片後，2度學A片那樣強上她，她因害怕哥哥被爸媽懲罰，才一直隱瞞不敢說。經比對發現，胎兒DNA與哥哥吻合，哥哥也坦承曾性侵妹妹，新竹檢方日前依強制性交罪嫌起訴14歲親哥哥。

美國貿易代表署（USTR）16日表示，川普政府有意與日本、歐盟、英國分別展開貿易協定談判。

USTR發布聲明指出，依照總統川普的指示，貿易代表賴海哲（Robert Lighthizer）今天通知國會，川普政府有意與日本、歐盟、英國談判單獨的貿易協定。

賴海哲表示，美國將繼續透過與日本、歐盟、英國談判貿易協定，以拓展美國的貿易與投資；這項宣布是此一進程的重要里程碑，川普政府致力於為美國勞工、農民、企業在適當的時間內，且獲得實質成果的情況下，完成這些談判。

依美國「貿易促進授權法」（TPA），美國政府在開啟談判至少90天前，須以書面通知國會有意開啟談判。

路透報導，參議院財政委員會成員魏登（Ron Wyden）對此表示，政府必須花時間全面解決貿易壁壘問題，善用這個機會在勞工權利、環境保護、數位貿易等領域建立高標準，以真正有利於美國勞工與企業的方式進行，且應該避免只能解決部分問題的速成協定。

【Ru Ri】以過來人請大家千萬不要入住。

我覺得這棟是不是凶宅已是其次，由於垃圾處理方式是非子母車而是採放置走廊固定時間收取，雖然這真的給了很大的方便，但蟑螂的數量多到很誇張⋯讓害怕蟑螂的我日不能食，夜不能寐。

4月入住一切都還好，後面夏天蟑螂數量與日俱增!!無論我家裡清的多乾淨蟑螂總是會來報到，一天2、3隻還算客氣。

也不知道是不是因為老舊大樓的關係地板跟牆的接縫處有著大縫隙，使得蟑螂可以爬進爬出⋯不是光是用門擋縫就可以解決的問題。

這邊唯一的優點可能就是附近好吃的東西也算蠻多的吧，交通也算方便。管理員有某部分也不好說（記得是早班人員，大概9:00、10:00的🙂）但有幾個大哥也很有禮貌！

衛報不只是英國的主要報紙，也是重要的國際媒體。但衛報跟館長八竿子打不著又會有什麼關係呢？原來是最近，他們同時看到了台灣高雄的衛武營，而且是用截然不同雲泥之別的方式來看。

國際主流媒體難得對台灣有重點報導，而且還是相當正面的訊息，把衛武營這個世界最大單一屋頂的表演藝術中心，透過報導介紹給全世界對欣賞藝術有興趣的讀者們。

報導是這樣描述的：「衛武營就像是重大的聲明，代表這個有膽量的國家，是要認真投入國家文化的舞台。」看到這段文字，長期被打擊以致失去信心需要被肯定的台灣，這時應該可以抬頭挺胸充滿自信，因為重要的國際媒體，是這樣正面看待我們國家及人民的努力。

其實，衛武營還有很多動人的故事，藝術總監簡文彬就是最好的例子。他毅然決然辭掉在德國萊茵歌劇院駐院指揮的終身職，選擇回到家鄉這個蕞爾小島、落腳於過去被認為是文化沙漠的草莽高雄，一肩扛起衛武營這個艱鉅任務。這時的簡文彬已不再只是簡文彬而已，他是我們優秀的旅外台灣人才的縮影，一個台灣孩子真心疼惜自己的國家，不希望台灣完蛋、不希望台灣被打敗，不顧一切願意放下一切回家，貢獻只屬於我們台灣版的熱血衝勁。

台灣人看衛武營各有解讀，但我看到是扭轉重北輕南、南北均衡的一面；畢竟身為北部人的我，知道國家過去的發展實在是虧欠高雄太多。高雄過去為台灣承擔進步的代價，現在當然值得更大更好的投資與建設。不過對於來自世界各地的遊客來說，這更可以成為國際愛好藝術的人士，另一個認識台灣的管道。一個世界級水準的表演藝術中心，不但成為國際的藝術愛好者朝聖的地點，就像雪梨歌劇院一樣，也是台灣人榮耀的護照。

或許，是我的眼界不夠，或許，我應該向館長討教如何專心致意多賺點錢，才不會為了一場表演的門票費用捉襟見肘。但，我要跟館長報告一下，現在衛武營的購票情況紅紅火火，從10月13號開幕音樂會開始，已經連續6場所有門票都告罄（就是賣光了，連6000的都賣光）。顯然，館長你誤會大了，高雄人不但不是乞丐，還是品味藝術的大師。館長，除了當健身教練之外，藝術還真的是可以當飯吃的。

川普動法擋移民，人權團體高呼抵制

美國總統川普於10號頒發行政命令，即日起將限定僅有透過正式入境點的移民才能夠申請難民身份。

白宮強調美國總統在移民問題變得“對美國人民不利”時，可以單方面決定是否開放移民入境美國。而川普在過去數週不斷針對移民問題發表言論，特別是從中美洲出發的移民隊伍，多次重申這些移民對美國來說是潛在危險。

但川普政府過去的移民政策也曾被法院駁回過，包含限制穆斯林入境以及廢除DACA法，都曾被法院擋下。而法院最後通過了川普總統的穆斯林禁令，未來也可能再次審查廢除保護未成年非法移民的DACA法令。若是川普總統的難民限制令未來上呈最高法院，通過的機會也不小，因為川普上任後已正式任命兩位大法官。

馬克宏直批民族主義，打臉川普愛國謬論

法國總統馬克宏在停戰日發表演說時，直稱民族主義跟愛國主義是完全不同的概念，更狠批擁抱民族主義的國家皆是違背了其核心價值，顯然是在當面教訓當時坐在聽眾席的川普。

在儀式開始前，各國領袖齊聚香榭麗舍大道並冒雨走向紀念第一次世界大戰的無名塚時，美國總統川普以及俄羅斯總統普丁兩人皆沒有出席。儘管美國官方表示這樣的舉動純粹是安全考量，但依然招來不少批評。

馬克宏跟川普在紀念儀式前一天就先行會面，兩人在會談中稍微達成了協議，法國總統馬克宏同意歐盟國家應該為北大西洋公約組織多貢獻心力。儘管馬克宏之前才公開呼籲歐洲各國應自組軍隊，防衛美國、中國以及俄羅斯各國。

撒旦聖殿提告夯劇，向網飛華納求償上億

美國非有神論組織撒旦聖殿（The Satanic Temple）向網飛（Netflix）及華納兄弟提告，原因是網飛最新發行的夯劇《莎賓娜的顫慄冒險》（Chilling Adventures of Sabrina）損害他們的名譽。

撒旦聖殿在上週四向曼哈頓地方法院提出了告訴，控告《莎賓娜的顫慄冒險》片中出現了他們已登記版權的惡魔巴風特與孩童雕像，他們將以侵害商標權以及損害商業名譽，同時也將申請禁止令，要求該影集不得播放含有雕像的片段。

撒旦聖殿指稱影集裡出現的雕像涉嫌剽竊他們在五年前製作的青銅雕像。在今年八月時，撒旦聖殿曾在阿肯色州議會決定在議會大廈設立十誡紀念碑時示威抗議，該組織也在當時搬出巴風特青銅雕像，抗議議會違反宗教自由原則。

許多人為了愛美，會在頭髮上做點造型，不過，英國一名年僅19歲的女學生卻因染髮劑導致過敏，染髮後頭部竟硬生生大了一倍之多，畫面相當毛骨悚然，更可怕的是，過敏反應發生後，也讓女學生出現呼吸困難的情況，差點連命都保不住。

英國一名女學生埃斯特爾（Estelle）近日在社群媒體PO出照片，表示自己從超市買來一種DIY染髮劑，沒想到使用後卻對染髮劑中的化學物質「對苯二胺」（簡稱PPD）過敏，造成她頭部腫大，儘管她有服用藥物及擦藥，但直至隔天依然腫脹，更可怕的是，她還出現呼吸困難的情況。

埃斯特爾表示，由於她一直以來對染髮劑都有輕微過敏的情狀，這次使用前雖然有先進行過敏測試，但她太心急，在測試後30分鐘後就使用染髮劑。對此，美國有研究發現，儘管平均每25萬人才有1人對PPD敏感，大多數人的過敏反應僅是輕微出疹，但一不小心可能還是會造成嚴重後果甚至奪命，不可不慎。

苗縣府農業處解釋，昨日適逢漲潮，大浪捲進港區，加上漁港有兩座海堤，才形成漁民口中的瘋狗流，出現大漩渦現象，過去也曾出現過，屬於自然現象，呼籲漁民加強固定漁船，勿過度恐慌。

Q：憑什麼要因為少數人的需求去影響全面性的法律？

A：嗯......其實法律一直都是少數人的需求。

六法全書翻開來，成千上萬的法條終歸只有一個目的，就是想辦法讓落單的個人在多數的攻擊之下能存活下來，其他都是些可有可無的東西。

更精確的來說，法律是為了落單者的需求而設的。

Q：那多數人的需求呢？多數人的需求難道就不需要法律來保障？

A：是的，完全沒有這個必要。

當你們是多數，以法律的觀點，以一種現代法律的觀點，我們只擔心兩件事，第一，你們不可以欺負少數；第二，你們不可以利用多數的優勢讓自己永遠是多數。

Q：不是說「少數服從多數」嗎？

A：這是一個有問題的說法。

很明顯我們並不能表決把郭董的財產大家分了。「少數服從多數」這個標準，有非常非常多學校沒有教的前提。這個過度簡化的說法，最大的問題就是我們看不出來「少數服從多數」和「多數暴力」究竟有什麼不同。

多數要能壓過少數，同時又不能是一種多數暴力，最重要的前提就是，表決的每個人必須是屬於同一個「共同體」，然後針對這個共同體內部的「公共事項」做表決才行。

如果大家並不屬於同一個共同體、也不是針對公共事項表決，「少數服從多數」和「多數暴力」，根本沒有任何實質區別。

Q：什麼是共同體？引入這個標準有何意義？

形成共同體大致說來有三個標準：自由、平等、現狀。

一種是自由。千金難買我願意，大家基於自己的意願與判斷認可這個共同體。

第二種是平等，足夠公平的對待，對於當事人間的共同體資格有加分效果。

第三種則是現狀，當事人間形成損益共同的事實狀態，這就是一種共同體的標誌。

三個標準共同追求的，是和平（請注意，不是「正義」，也不是「傳統」）。

符合三個標準的質量越高，表決的結果就越有正當性，無論表決的結果是什麼，我們都能離和平越近。

除此之外，引入這個標準，在討論過程中我們也可以隨時檢查，有沒有那一方不小心變質為多數暴力了？

而通常，不管你的想法是多數還是少數，只有把自己設想為落單的人，大家彼此之間才有形成共同體的可能性。

如果你把自己設想為多數，則在大部分的情況，你只會變成法律要限制的對象、而非保障的對象。

Q：怎麼樣算是變質為多數暴力了？

A：如果你的爽就是別人的痛（現狀）、如果你一直堅持某些人應該被差別對待（平等），然後你又不願意好好講讓人家自願犧牲（自由），這種情況下怎麼表決，都會是多數暴力。

Q：贊成的反對的各佔百分之五十左右，貿然修法，不怕撕裂這個社會嗎？

A：50比50，沒有比這個更好的狀態了，因為這代表爭執的雙方都有足夠的數量可以保護自己。

在民主制度中，像99比1這種懸殊比數，並不見得表示結果很有正當性。因為，極少數人與絕大多數人的利益相反，這反而代表那些少數份子，在此議題上自始即不屬於這個共同體，也因此掺在一起表決的結果毫無民主正當性。

要戰的雙方人數都很多，雙方的颱風眼安全的很。真正倒大楣的，是那些被雙方瞧不起、置身事外、立場中立，或立場不堅定、甚至跑去護著敵人的人——簡單的說，就是落單的人。

而落單的人被多數幹爆，這種現象不管撕裂不撕裂社會，都會有。

Q：許多反對我的理由根本不值一駁，為什麼我的權益要為這些白痴而犧牲？

別生氣，沒有人是妖魔。

好比如果英語是國際語言，母語是英語的人對其他語言只有非常粗淺的理解，這是完全正常的事情。多給彼此一點時間。

反正溝通歸溝通，表決是無需附理由的。

Q：我是沉默多數，我要怎麼捍衛自己的權利？

A：你的同伴自然會保護你。當你是多數，你只會拿到比法律許諾你的更多——就算法律不這麼寫，只要你人數夠多，你要怎麼做，政府根本動不了你，因為動你要耗掉巨大的成本。

Q：我是說法律，我什麼時候才能「用法律」保護我的權利？

A：當你落單的時候，當政府不費吹灰之力就能動你的時候，法律就會進來保護你。

到時候，請珍惜那些不同於你，卻願意跳出來聲援你的人。

Stansted 15: the conviction of peaceful protesters | Immigration and asylum | Today in Focus

The conviction of protesters who locked themselves around a deportation flight at Stansted airport has been called a ‘crushing blow for human rights’. The Guardian’s Damien Gayle has been following the case and hears from demonstrators and deportees.

On the night of 28 March 2017, a group of activists cut a hole in a perimeter fence at Stansted airport and blocked the takeoff of an immigration removal flight. It had been chartered by the Home Office to remove 60 people to Nigeria, Ghana and Sierra Leone.

On Monday, the group were found guilty under the 1990 Aviation and Maritime Security Act, a law passed in response to the 1988 Lockerbie bombing.

The arrest of the man believed to be the head of the Sicilian mafia this month is the latest blow for an organisation struggling to rebuild after the death last year of Salvatore Riina, the ‘boss of the bosses’. Clare Longrigg, the author of several books on the mafia, describes the current state of Cosa Nostra.

When the Sicilian mafia’s ‘boss of bosses’ Salvatore Riina died in an Italian prison last year it marked the end of a chapter for Cosa Nostra. Since then, about 4,000 people with links to the mafia have been arrested and hundreds of millions of euros confiscated. This month, Italian police arrested Settimo Mineo, the 80-year-old believed to be the mafia’s current head.

In today’s show, Anushka Asthana is joined by the Guardian’s Clare Longrigg, the author of several books on the Sicilian mafia. She charts the organised crime syndicate from its peak to the present day.

The Guardian’s editor-in-chief, Katharine Viner, revisits the biggest stories of the year from the Windrush scandal, Cambridge Analytica and Facebook, the Brexit saga and the Trump administration to the World Cup and the royal wedding.

When the Guardian’s Amelia Gentleman first broke the story of the Windrush scandal, there was very little political reaction. Her reporting revealed members of the Windrush generation had wrongly been classified as illegal immigrants. By the end of April, the scandal had claimed the job of the home secretary, Amber Rudd.

The Guardian’s editor-in-chief, Katharine Viner, recounts how the story developed over months of reporting, and looks back at the other major stories of the year. There was the exclusive report from Carole Cadwalladr that Cambridge Analytica used personal information harvested from more than 50m Facebook profiles without permission.

In March, a former Russian spy and his daughter were poisoned with a nerve agent in Salisbury. Two suspects were identified as Russian intelligence operatives. Summer brought a royal wedding and England’s morale-boosting World Cup campaign.

But overshadowing everything was the ongoing saga of Brexit as the government continued its tortuous negotiations with the EU. The Trump administration also continued in chaotic fashion as the investigation into the president’s 2016 campaign snared more of his inner circle.

女大生騎車撞上砂石車　遭拖行10公尺慘死

高市一名許姓女大生（20歲），今天上午9時許騎機車上學途中，在路竹區中山路一處路口，撞上一輛由曹姓男子（36歲）駕駛左轉的砂石車，女大生連人帶車拖行了10多公尺，當場慘死輪下，詳細肇事原因仍有待調查。

目擊者說，當時機車和砂石車的燈號都是綠燈，許女的機車車速很快，可能超過80公里，曹男的砂石車左轉到一半，許女就直接撞上，發生「碰」的一聲巨響。

曹姓駕駛向警方表示，當時他在路口暫停準備左轉，見對向沒車隨即啟動，沒想到車子車頭剛過，就聽到碰的一聲，趕緊停車查看，就發現機車倒在輪下。

敬告聲寶公司 #勿混淆視聽，如果有問題歡迎來公開辯論，或直接在法庭上作一場 #真正科學的辯論吧！承認產品是跟中國廠商買來 #貼牌賣的不可恥，可悲的是聲寶公司至今還不願意承認，這個產品無法如廣告所稱的，讓減重以及要血糖控制的民眾「安心大口吃飯」，因為這個產品減去的糖對於整份的米飯來說沒有什麼意義啊！
　
昨天我們踢爆了聲寶產品的諸多問題後，聲寶公司委託律師事務所發了一則聲明，試圖解釋所宣稱的 33% 是有憑有據的。但如果仔細分析，就會知道 33% 這個數字是硬湊出來的，聲寶公司的解釋方法真的沒辦法讓醫療專家認同，而且還是會嚴重誤導民眾！
　
我們要敬告聲寶公司，請直接出來面對，不要躲在律師事務所後面，發那種只會誤導民眾，但卻會笑死專家，根本不科學的聲明。
　
貴公司只要承認自己的產品其實就是 #跟中國廠商買來貼牌賣更高價錢的，承認自己 #產品根本減不了什麼醣，只能減少得可憐的「糖」，但 #對於民眾減重跟控制血糖很難有幫助，這樣就可以了。

1. 感謝聲寶公司承認這個產品是跟中國廠商買來貼牌的。不是什麼自己研發的。我們早就去查過了，這個同樣產品，在中國淘寶賣的價錢比聲寶便宜了很多，而且宣稱的減糖還高達 50% 呢！只是這中國廠商也是誇大宣稱啦，建議還是不要買。
　
2. 聲寶公司的數據解釋方式，根本完全不科學，是硬凹硬扯出來的數字！只是硬湊出一個 33% 的數字來逃避掉被說數字「造假」，但沒辦法解釋這個產品真的如行銷廣告所說的這麼好。
　
3. 聲寶應該承認這個產品根本不能減多少「醣」，但他們應該不敢，因為這樣做了大概就沒人要買了。
　
4. 聲寶公司請不要辜負台灣人的期待。你把產品包裝成自已研發，結果根本是去中國買來貼牌賣。貴公司的核心價值到底是什麼？比誇大，在中國淘寶賣還可以更誇大啊！你連比誇大都比不贏人家啊！
　
5. 我們講的內容完全對我們的專業和良知負責，如果聲寶公司認為自己真的站得住腳，就直接在法庭上做一場科學的辯論吧！
　
這產品最大的爭議，是透過各種廣告及代言的說法，讓民眾「誤以為」可以減少 33% 的「醣類」攝取，可以「安心大口吃飯」。但實際上，聲寶公司只是在玩「糖」跟「醣」這樣的文字遊戲，因為明知米飯中的「糖」非常少。所以透過聲寶的產品，減少的「醣」非常低，只是把游離出來的糖「洗掉」而已。聲寶公司的聲明，根本沒有回答到「誤導民眾」的這個最大問題，只是在避重就輕！
　
聲寶公司應該做的是，清楚告訴民眾，以這樣的做法能夠減少的「醣類」其實很有限，這個產品不應該讓想做「減重」或「血糖控制」的民眾，誤以為能夠因此「安心大口吃飯」。
　
但聲寶公司當然不會這樣誠實說，因為說了，到底誰還要花一萬多塊買一個根本減不了多少「醣」跟「熱量」的產品呢？
　

#聲寶公司怎麼解釋百分之33這個數字的？
　
聲寶公司用所謂 SGS 的檢測結果，去湊出 33% 這個數字，這在科學上非常非常荒謬。真正的科學上不太可能有人會這樣算的。
　
聲寶公司宣稱偵測的極限是 0.01，然後解釋自己是從 0.06% 變成偵測不到，又偵測極限值是 0.05%，所以認為至少可以減少到 0.04，於是用這樣的算法： (0.06-0.04)/0.06，說這樣是減糖 33%，要這樣算怎麼不乾脆說因為測不到了，所以是減糖 100% 呢？
　
這種 33% 的數字就算不是造假，也是硬湊出來的數字，根本缺乏科學意義。更別忘了，聲寶的減糖電子鍋宣稱的是讓人可以「安心大口吃飯」喔，減少了 0.06% 這種少到可憐的糖，足以證明這台電鍋真的可以讓人「安心大口吃飯」嗎？
　
用這種方法湊出 33% 的數字，頂多只能在法律上硬扯成不是「造假」，但這個產品真正的意義是什麼呢？原創性是什麼呢？聲寶公司應該給民眾一個完整的交代。貴公司把一個中國廠商做出來的產品貼牌賣這麼貴，真的好意思嗎？
　

#聲寶公司拿日本廠商的數據來解釋但根本還是有問題
　
聲寶公司說自己的產品不是「山寨」，但卻同時引用了另外一個同樣是跟中國廠商買產品，貼牌去賣的日本廠商的產品。但這份由日本廠商做出來的報告，實際上也很荒謬。因為在該研究中，日本 T 牌官網在電鍋產品介紹的頁面，其實就有詳細描述減糖 33% 由來。
　
除了提供電鍋煮出來米飯的營養分析，文件中也告訴我們它比較的對象是日本食物資料庫裡「「水稲めし」「うるち米」，但在我們實際查詢後，應該要用「こめ［水稲めし］七分つき米」的資料才對，姑且當作是貼錯，因此為了數字符合我們用「七分つき米」計算。
　
33% 怎麼來的呢？就是用 (36.8-24.8)/36.8 x 100% = 32.6%，四捨五入一下就是 33%。但他們的比較方法，其實非常不科學。如果要檢測，基本上要檢驗相同的米，以同樣原材料去比較才能得出較為真實的結果。
　
另外奇怪的是，這份日本的檢測中，米飯的含水量高達了 70% 以上，跟一般米飯的 50%-60% 高出了不少。所以同樣重量下，醣類的份量減少了，但那取代的一大堆都是 #水份啊！所以這個結論要拿來解釋是電子鍋的「減醣」效果，非常奇怪，你只能說你送的這個飯，「水份含量非常高」，但沒辦法說是「蒸煮後醣類大量減少了」。
　
不過我們很高興，聲寶終於承認自己跟那家日本廠商都不是自己做，都是跑去跟中國買產品再來貼牌賣的…
　

#為什麼我們必須嚴正指出錯誤？
　
我們會這麼認真指出這些錯誤，不是針對聲寶這家公司，而是因為聲寶的作法，可能傷害到想減重或者是控制血糖的民眾啊！減重失敗事小，控糖失敗在高血糖和糖尿病患者的身上，會導致很嚴重的後果的！要怎麼賣產品我們沒意見，但會害到人我們真的就沒辦法接受了。
　
我們鄭重呼籲聲寶公司請拿出自己上市公司的社會責任，清楚告訴民眾，貴公司的產品到底可以減去多少「醣」。不要再用「糖」、「醣」傻傻分不清楚的話術來混淆視聽了！
　
實際上的檢測方法，我們幫貴公司設計好了。要證明這個產品的「減醣能力」，只要把 100 克的白米，用一般的電子鍋蒸煮後，檢測煮後的「三大營養素與熱量」。然後再用 100 克的同樣的白米，用貴公司的減糖電子鍋蒸煮，一樣檢測煮後的「三大營養素與熱量」，就可以清楚比較出「減醣」的結果了。
　
為什麼聲寶公司不這麼做呢？理由完整看過我們文章的朋友們，應該已經很清楚了…
　
聲寶是台灣的上市公司，我們是愛之深責之切。什麼時候我們國家的上市公司，要淪落到跑去買中國的產品，再貼上自己的牌來賣了？什麼時候我們的上市公司，已經必須用這種魚目混珠的方式來銷售產品了？聲寶難道不能把心力好好用在研究技術？難道不能把大筆行銷資源用在正確的溝通方式？反倒要用可能傷害民眾的方式來做宣傳呢？
　
當初我們在跟聲寶求證的時候，聲寶完全不肯讓產品的負責人出來面對，只把事情通通推給客服人員。被我們寫出來之後才承認根本是跟中國買的產品，再掰出一個真的專家看了會笑死的 33% 計算方式，這一切一切，是貴公司自己搞出來的問題啊！

為了推卸責任，什麼謊都撒得出來

普悠瑪的悲劇，讓人最痛心的，除了寶貴生命的逝去以外，還有台鐵反覆謊言下所暴露出草菅人命的心態。

光以一個ATP的遠端監控系統而言，從「要故障才會顯示」、到「普悠瑪根本沒有裝」、再到「系統不相容根本不能裝」，說法一變再變，不斷用謊言掩飾謊言，到最後還是沒有說實話，讓人看不下去。

請問台鐵高層：

1. 昨天是否緊急前往樹林機務段勘驗普悠瑪內是否有裝連接監控設備的裝置？

1.勿重複播放相關影像，勿放相關血腥照片。

2.勿讓家中兒童看相關影像，大人也避免重複看相關影像。

3.勿傷害行兇者家人，包括資料公布。

4.勿在無充分證據下揣測行兇者的動機，精神狀態，尤其避免汙名化精神疾患患者。

5.勿急於怪罪任何人，如學校。

6.行政當局定時記者會公開資訊，如傷者狀態，應對措施，勿讓媒體自行流竄搶新聞。

7.行政當局應及時提出急性安全防護措施，降低大眾的恐慌。

8.行政當局應有專人持續與即時對死者家屬，傷者及其家屬與行兇者家屬提供行政及心理協助，如喪葬、保險、司法、醫療及後續復原等歷程。

勿簡化事件忽略議題複雜性

媒體第一時間的大肆報導，也引發反思，中正大學傳播學系副教授管中祥在評論文章中表示，媒體簡化「隨機殺人事件」只會讓社會越來越對立，例如一但事情發生，媒體便會急著想找好人與壞人，區分「敵」、「我」的戰鬥位置，不論是政治議題，或是社會事件，都有類似的反應，而這樣的作法不但簡化了視野，忽略社會議題的複雜性，也把議題淹沒在情緒之中，讓人看不見事情的真相，理不清事件的脈絡，找不到解決問題的方法，但社會卻因此越來越對立。
